From National Coordination to Institutional Readiness

A Continental Reference Point

The Egyptian Agrivoltaics Initiative (EAI) contributed to the African Agrivoltaics Handbook, published by the Consortium for Sustainable Agrivoltaics (C4SA) under Working Group 1 (Evidence and Capacity Building) of the African Agrivoltaics Platform Initiative (AAPI). The Handbook brings together contributors from universities, national laboratories and research institutes, engineering and energy firms, and foundations across Africa, Europe and North America, working on the evidence, financing, governance and implementation dimensions of agrivoltaics in Africa. Dr. Zeinab Hussein Hafez is listed among its contributors on behalf of EAI.

The advance edition was released on 1 September 2026 on the margins of the Africa Food Systems Forum in Kigali. The final edition is expected in November 2026.

Five-Body National Coordination Models

EAI's contribution is reflected principally in Section 8.2, which presents Egypt as a proposed national example of how existing public institutions can be connected through a lightweight, documented coordination function rather than through the creation of a new authority. The model recognizes five institutional functions that commonly intersect with agrivoltaic deployment:

Agriculture

Land-use classification, crop and farmer licensing, agricultural extension.

Energy

Grid connection standards, generation licensing, self-consumption and private power rules.

Water

Irrigation allocation and water-use permitting.

Standards

Technical, safety and quality standards and harmonization with international standards.

Environment

Environmental and social impact assessment and climate-finance routing.

Rather than replacing existing ministries, regulators or standards bodies, the model places emphasis on documented coordination protocols, a single shared documentation standard, and a designated secretariat function responsible for maintaining a common institutional record rather than for making sectoral decisions.

A Proposed National Pathway

The Handbook presents Egypt as a proposed example of the first two stages of this model, consistent with the institutional-readiness priorities set out in Egypt Vision 2030. It identifies the Egyptian Agrivoltaics Initiative as a national platform hosting a documented governance methodology, the Hafez Governance Framework for Agrivoltaics, which operationalizes the concept of an Institutional Readiness Threshold.

The Handbook records EAI's engagement with the Ministry of Industry, the Ministry of Environment and the Egyptian Organization for Standardization and Quality (EOS) as part of a proposed national agrivoltaics standardization pathway, with institutional coordination envisaged with the line ministries responsible for energy, agriculture and land. The model is deliberately designed to work with existing institutional mandates rather than create a parallel authority.

This is the position EAI's published work has argued since the Hafez Governance Framework v1.0 (May 2026).

Governable, Assessable, Standardizable, Investment-Ready

Agrivoltaics cannot be scaled sustainably through technology and investment alone. It requires an institutional architecture capable of defining responsibilities, coordinating mandates, documenting evidence and establishing a basis for assessment and financing.

The Egyptian example therefore moves the discussion beyond the question of how agrivoltaic systems are technically deployed toward the question of how they can become governable, assessable, standardizable and investment-ready within an existing national institutional system.

This approach supports Egypt's broader objectives in food and energy security, water resilience, rural development and climate-compatible investment, while remaining consistent with the principle that existing public authorities retain their statutory responsibilities.

EAI and the African Agrivoltaics Platform Initiative

Through its participation in the African Agrivoltaics Platform Initiative, where Dr. Hafez sits in Working Group 1 (Evidence and Capacity Building) and Working Group 2 (Climate and Blended Finance), EAI contributes to a wider continental dialogue connecting governance, evidence, climate finance, standardization and implementation. The Handbook provides a continental reference point for this work and places the Egyptian governance model within a broader African discussion on how agrivoltaics can move from individual projects toward coordinated national systems.
